Dear Mr Prime Minister,I am very proud of you and proud to be an Indian in your governance.My suggestion is 1. Divide Jammu and Kashmir state into two states of Jammu and Kashmir. Liberate Jammu as Hindu state from controversial law first. Then you can slowly grip Kashmir and control it.2. For interstate river problems if water holding state can not or not willing to share water to draining states, then let the draining states eligible for water draining charges to be paid by holding states.
