This is very good thought but it should be installed at the level of school boards. How far it is possible in government schools and rural areas? Education should be taken into central list and it should be funded by centre only. Then only changes can happen. Even after 75yrs of independence still illiteracy is existing it is the failure of state and central governments. Even the teacher education is also not uniform, qualifications also not uniform. These all need to be changed first.
