In addition to banks, use them as mini-banks for far flung rural areas. Instead of exchanging the new notes with the old ones, DIRECT post offices to open saving accounts, DEPOSIT old notes first and then WITHDRAW new notes. Use Adhar / Voter cards to identify depositor.
